Scope
Who this notice covers.
This notice applies to employee-benefits communication websites and related tools supported by Paragon Risk Advisers that link to this page (collectively, the “Benefits Hubs”). The Hubs provide benefit information, plan documents, calculators, educational tools, links to enrollment and carrier resources, and optional support features.
Paragon may operate a Hub for a school district, council, employer, health plan, or other benefits-program sponsor. Depending on the feature and applicable law, that organization may determine why information is processed, and Paragon may process information on its behalf. This notice does not replace a health plan’s Notice of Privacy Practices, an employer’s employee-privacy notice, or a vendor’s own privacy notice.

Information we may collect and why.
What we collect depends on how you use a Hub. You can browse most benefit information without directly identifying yourself.

Sources of information may include you, your browser or device, the organization sponsoring your benefits, and service providers supporting a feature you choose to use. We do not collect information merely because it appears in a plan document posted for general reference.
How Features Work
Different tools handle information differently.
Plan Cost Estimator
Your answers and calculations run locally in your browser. The Hub does not intentionally save or transmit those answers. Clearing or closing the page ends the session.
AI Benefits Assistant
Your question is sent securely with selected excerpts from the Hub’s approved knowledge base to an AI service provider so an answer can be generated. Do not include sensitive personal or medical information. The Hub does not use your question to determine eligibility or make a coverage decision.
Help Desk Follow-Up
If you affirmatively request contact, the name, email address, issue description, and consent you provide are sent to the LCSC Help Desk or the designated support team. The information is used to respond to that request.
Verification and Wellness Forms
Some Hubs display forms supplied by a third-party form platform. Information submitted through those forms is processed for the identified verification, eligibility, or wellness purpose and may be available to the authorized program administrator.
Disclosure
When information may be disclosed.
We may disclose information only as reasonably necessary for the purposes described above, including to:
- Hosting, security, and technology providers that deliver and protect the Hubs.
- AI service providers that process a Benefits Assistant question and supporting benefit excerpts.
- Email and support providers that deliver a follow-up request you authorize.
- Form providers and authorized program administrators when you submit an embedded verification, enrollment, eligibility, or wellness form.
- Your employer, plan sponsor, LCSC Help Desk, carrier, or benefits administrator when necessary to fulfill a request, administer benefits, or as otherwise permitted or required by law.
- Government authorities, courts, advisers, or transaction parties when required by law, necessary to protect rights or security, or in connection with a business reorganization.
We do not sell personal information.
Based on the current operation of the Benefits Hubs, we do not sell personal information or share it for cross-context behavioral advertising, and we have not done so in the preceding 12 months. We do not offer a financial incentive for personal information.
Links and embedded content may be provided by outside services such as benefit carriers, Benefitsolver, AllOne Health, Teladoc Health, Jotform, Vimeo, FlipSnack, Google, OpenAI, and hosting or security providers. Their collection and use of information is governed by their own notices and the agreements applicable to the service.
Cookies & Privacy Signals
No advertising profile is built by the Hubs.
The Benefits Hubs do not currently deploy advertising pixels or use personal information for targeted advertising. Basic browser storage, cookies, or similar technologies may be used by hosting and security services to deliver the site, prevent abuse, remember a necessary session state, or operate embedded third-party content.
Because the Hubs do not currently sell or share personal information for cross-context behavioral advertising, a browser “Do Not Track” setting or Global Privacy Control signal does not change the Hubs’ current behavior. If those practices change, legally required opt-out signals will be honored. Embedded or linked third-party services may respond differently under their own privacy notices.
California Supplement
California privacy rights.
If you are a California resident and the California Consumer Privacy Act, as amended by the California Privacy Rights Act (“CCPA”), applies to the information at issue, you may have the right to:
- Know the categories and specific pieces of personal information collected, used, disclosed, sold, or shared.
- Request deletion of personal information, subject to legal exceptions.
- Correct inaccurate personal information.
- Opt out of sale or sharing for cross-context behavioral advertising.
- Limit certain uses and disclosures of sensitive personal information.
- Receive equal service and not be discriminated against for exercising a privacy right.
We do not use sensitive personal information to infer characteristics about you or for advertising. Some information may be exempt from the CCPA or subject to another law, including information governed by an applicable employee-benefits, health-plan, insurance, or medical-privacy framework.
How to submit a request
Email help@thelcsc.com with the subject “California Privacy Request,” or call 440-644-3093. Describe the right you wish to exercise and the Benefits Hub or district involved. We may need to verify your identity and authority before completing a request. You may use an authorized agent as permitted by law; we may request proof of the agent’s authority and verification directly from you.
These methods are also available for requests to review or correct contact information submitted through a Hub, even when the CCPA does not apply. Requests concerning information controlled by a carrier, form provider, employer, health plan, or other outside service may need to be directed to that organization.

Security & Retention
We limit collection and protect what is submitted.
We use reasonable administrative, technical, and organizational safeguards appropriate to the nature of the information and the feature involved. No internet transmission or storage system can be guaranteed completely secure.
We retain personal information only for as long as reasonably necessary for the disclosed purpose, including to respond to requests, administer the applicable program, maintain security, comply with legal or contractual obligations, resolve disputes, and enforce agreements. Retention depends on the information category, sensitivity, program requirements, and whether a legal hold or mandatory recordkeeping period applies.
Children
The Hubs are intended for employees, adult dependents, and authorized benefits users—not children under 13. We do not knowingly collect personal information directly from children under 13 through the general Hub features.
Legal Notices
Benefit information is educational.
The Benefits Hubs summarize benefit programs and provide educational estimates. They are not plan documents, contracts, medical advice, tax advice, legal advice, guarantees of cost, or guarantees of coverage. Official plan documents and carrier records govern. Eligibility and claims decisions are made only by the authorized plan fiduciary, insurer, carrier, or administrator.
The AI Benefits Assistant is a beta educational tool. It is designed to answer only from approved Hub content and to show supporting sources, but its response should be confirmed against the official plan documents available on the Hub. Do not rely on it for urgent medical, legal, tax, or coverage decisions.
Third-party links are provided for convenience. Paragon does not control the content, availability, security, or privacy practices of unaffiliated websites.

Changes to this notice
We may update this notice to reflect changes in law, technology, or Benefits Hub practices. The updated version will be posted at this address with a revised “last updated” date. Material changes will be highlighted or communicated when required by law.
